On December 12, 2001, a Texas state jury found Petitioner-Appellant Scotty Harrison ("Harrison") guilty of sexual assault. Harrison received a mandatory life sentence because the jury also determined that he had been previously convicted of sexual assault. See TEX. PENAL CODE ANN. § 12.42(c)(2)(A)(i) and (B)(ii).
